JOB SUMMARY
The Brevard County Property Appraiser is seeking candidates that are qualified for a trainee-level to a senior-level professional position, depending on experience, under the immediate supervision of the Manager of Residential Valuation Services, and the general direction of the Sr. Director of Valuation Services. This position provides advanced data analysis, customer care and knowledge of Florida law, regulation and BCPAO policies related to residential valuations. This position provides the valuation of all residential property types for ad valorem purposes through the application of industry accepted methods, standard appraisal techniques, and statistical analysis including sales comparison, income, and cost approaches. Seniors in this position focus on residential valuation with minimal supervision and provide leadership in departmental operations. Seniors in this position also provide supervision to subordinate residential valuation appraisers in the Manager's absence. This is a non-remote position.
ESSENTIAL JOB FUNCTIONS
Annually re-assesses residential properties, located in designated market areas, by reviewing sales data to produce a level of assessment in compliance with departmental goals and the Department of Revenue (DOR) guidelines, measured by sales ratio analysis of the tax roll.
Resolves difficult situations that may occur while annually valuing a defined market area. Identifies and solves potential problem areas associated with the annual valuation process of raising or lowering rates.
Trains subordinate residential valuation appraisers.
Communicates with taxpayers regarding valuation issues, either in person or by telephone, electronic means or in writing.
Demonstrates skilled proficiency in solving potential value problems with little or no supervision during Truth in Millage (TRIM) and Value Adjustment Board (VAB) periods. Independently prepares BCPAO's supporting data for VAB petition hearings. Represents BCPAO at VAB petition hearings involving residential properties and is able to assist others in their case preparation.
Reviews and re-assesses assigned parcels, splits and combinations, E&Is or DPs, new subdivisions, tax estimates and additions to the tax roll with correctness and minimal supervision in respect to applicable state statutes, rules and guidelines. Uses available imaging technology to verify or update relevant data. Assists with field audits and verifies property descriptions.
Responds to property related inquiries from the general public, directing inquiries by the public to the proper agency for inquiries unrelated to BCPAO functions.
Assists other staff, within the department and throughout the organization, regarding the valuation of all types of property.
Assists in damage assessment in coordination with federal and state emergency management offices during the aftermath of local disasters such as hurricanes and tornadoes. Contingencies such as these may require after-hours or weekend duty.
Performs any other related duties as required or assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK Associate's - Bachelor's Degree preferably in Real Estate or related field; or minimum of two - seven (2 - 7) years of related assessment experience.
Certified Florida Evaluator (CFE) designation, or able to obtain within two (2) years.
Proficient in office policies, Florida Statutes and FDOR guidelines in making reliable conclusions and recommendations in residential property valuation.
Knowledge of or ability to learn the Computer Assisted Appraisal System (CAMA) to organize, plan and prepare daily work activities necessary to mass update values.
Geographical competency of the real estate market in the Brevard County area.
Proficiency in Microsoft Office applications, specifically Word, Excel and Outlook.
Valid Florida driver's license.

While performing the functions of this job, the employee is continuously required to stand, sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear; frequently required to walk; and the employee must occasionally lift and/or move up to 50 pounds, regularly lift and/or move up to 25 pounds, continuously lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision.
SUPERVISORY RESPONSIBILITIES
Required by those in senior positions, in the Managers absence.
